I wish I had an answer. I swapped my A1 merc's Goldstrike Arch temporarily with this thing to see the effect, but I switched back after just a little playtesting. Haven't vendored it, though:
My sense is the Archer's affix alone isn't enough to make it Ist-worthy; can't find anything on bliz forums or through Google.
