well if you see it its ok in one way but there are only 4 points here the skill is 1 and the add skills are nothing special maybe its worth something but i dont see it Bartuc's Cut-Throat seems better in all the ways

With the high damage you might think these are good martial arts Claws, especially with the +3 to Phoenix, but most of those skills that are any good in 2.4 (including Phoenix Strike) add on elemental damage instead of being based on weapon damage. I've never built a bladesin but maybe that, since it's based on weapon dmg.
