As far as I know, +1 Ist half so good as the possible maximum +2 to Skill Levels.
So, unfortunally, this makes the Tiara less then half so worthy as it could be with 20 FRW and all res. I would sell it to vendor and continue searching for better items.

Yeah, sorry, a common answer I give (unfortunately): Great for a playthrough, not much trade value. The +1 skill at the higher end of level requirements for that affix makes it unlikely to get a good price.
All prices negotiable. BIN always wins. Americas (Pacific), but int'l trade times can be arranged.
