This runeword is going to be perfect for Throwing Barbarians in Ladder Season 1 and onwards. Ideally, you want to make this in a good Barb Skiller Helm with any of the following + mods: Battle Orders, Shout, Throwing Mastery, Double Throw, Iron Skin, Natural Resistance. Pair this with 2 Warshrike’s and you’re golden 🗡
Depending on the rolls on your Skiller Helm, and other properties it may come with, if superior it could very well replace Arreat’s Face for Throw Barbs.

So from checking out some monster levels, item quality levels, barb skill affixes and drop chances, your best bet to get a +3 Throwing Mastery barb Helm is in normal cows - look for a Jawbone Visor. Pretty much anywhere past act 4 normal the monsters will be too high of a level to drop a Helm with + to Throwing Mastery (the Helm must be lower than qlevel 36) There’s also zero chance of rolling things like Natural Resistance and Battle Command
Wisdom was ladder only during Patch 2.4 and Patch 2.5 (Ladder Season 1 & 2). Since Patch 2.6 (Ladder Season 3) it is possible to create Wisdom in non-ladder.
For budget Javazons who cannot afford Griffon's Eye yet, this Helm is a great option. The +33% Pierce removes the need for Razortail and allows the damage and survivability boost of Thundergod's Vigor. Ravenfrost can be replaced with an SOJ due to Wisdom's Cannot Be Frozen Mod. The +5 To Mana After Each Kill and the +4-8% Mana Leech helps mitigate the mana hungry nature of a Javazon who might not have a Phoenix shield yet.
To expand on Nate's comment, a Primal Helm must have an ilvl between 26 and 36 (inclusive) to spawn with both a Throwing Mastery staffmod and three open sockets.
The only Exceptional Primal Helm with a qlvl<36 is the Jawbone Visor, meaning no other Exceptional (nor any Elite) Primal Helms can be obtained with this combination of traits. However, a Normal Quality Primal Helm with an ilvl in the 26-36 range is also capable of having a Throwing Mastery staffmod along with three open sockets.
Tier 6 skills (i.e. skills with a clvl requirement of 30+) cannot spawn on such a Primal Helm because staffmods for Tier 6 skills do not begin the spawn until ilvl 37 - the same ilvl Tier 2 skills such as Throwing Mastery stop appearing. Incidentally, no helm of any kind can feature three open sockets and a staffmod for a Tier 1 skill.
It should be noted, however, that Primal Helms with any skill from the Combat Skills tree are quite rare due to a quirk in the coding of staffmods.

While Piercing Attack and Cannot Be Frozen are undeniably the headliners of this runeword, the trifecta of Mana Stolen per Hit, Mana After Each Kill, and Damage Taken Goes to Mana ensure that a character wearing Wisdom will rarely find themselves in need of a Mana Potion
A good runeword but i think came a little late. At Level 45, your Merc already has access to Insight and you char can use Raven Frost Ring. Unless your char has a high mana consumption, such as frost bowzon, and you change the Merc weapon to more powerful options, such as Obedience, The Reappers's Toll or Infinity, In my opinion I wouldn't spend a Pul rune to do it.
