War Scepter qlvl 21 drop from normal cows alvl 28 with a lvl30 automod?

i'm guessing no ....

As Normal Secret Cow Level have L28

All item dropped will be
ilvl 28 (normal Cows and clickable items)
ilvl 30 (Champion Cows)
ilvl 31 (Unique Cows)

for qlvl 21
using the formula
