Yes, you can see the recipe here:

Recipe: Add Sockets to Normal Weapon

The maximum number of sockets depends on
  • the type of item
  • the item's ilvl (where / from which monster it dropped)
For both
Colossus Voulge and
Stygian Pike the max is 4 (all places that can drop them naturally have high enough level to always have max sockets = 4), so it will get 1-4 sockets (50% chance of 4 sockets).
