Fixed Ladder countdown timer is/was off for some timezone/local settings.

Device: PC
Browser: Chrome 100.0.4896.127 (Official Build) (64-bit) (cohort: Stable)
OS: Windows 10

Steps to reproduce:
Go to the start page and look at the countdown with a timezone in Europe and the bowser locale set to en-us.

Anything else to add:
It was off by two hours in advance. Perhaps it's related to summer time and the browser locale differing from the timezone. Defaulting to UTC?
I didn't test other settings, makes no sense to fix now since ladder is about to start but perhaps fix it before next season or other uses.
Made my restart the game and try to create a ladder character for like ten minutes.
