Making Rune word in Cube causes visual effect?

Is this new, or the first time I am seeing this in my life?

When I made a Spirit in the cube it did the same light effect as making the staff.

Can be used to make Runewords:

Yes, it did that because it was the first time you made it in the RotW DLC. It was added to your Chronicle. The first time you identify a set or unique item now it will make that effect. Along with runewords.

It's unrelated to the cube. You get the effect now whenever you make a runeword. Everywhere, everytime.

I believe the visual is on runewords you craft for the first time, as in you haven't "found" it in the Chronicle yet.

OP does not have RotW, which means no Chronicles.
The visual effect was still introduced and, as mentioned, is displayed everytime (on pre-RotW).

Kind of silly that it displays every time for non-rotw players. That must be a bug, no?
