Valkyrie get Sacred Armor at level 16 Slvl and War Pike upgrade at Slvl 17. those are the most important breakpoints.
Slvl 8: upgrades weapon to Lance
Slvl 17: upgrades weapon to War Pike
Slvl 7: armor upgrades to Chaos Armor
Slvl 16: armor upgrades to Sacred Armor
Slvl 2 / 10 / 19: gloves upgrade from Gauntlets to War Gauntlets to Crusader Gauntlets
Slvl 4 / 11 / 21: Boots upgrade from Greaves to War Boots to Myrmidon Greaves
Slvl 5 / 12 / 23: Belt upgrades from Plated Belt to War Belt to Colossus Girdle
Slvl 13 / 25: gains an amulet
Slvl 14 / 27: Helm upgrades from Circlet to Tiara
That is the wardrobe ladder. The two most famous stopping points are:
slvl 17 for the War Pike
slvl 27 for the Tiara on top of the earlier major upgrades
Slvl 8: upgrades weapon to Lance
