Seemed more like you had to be in the game as it dropped so far, meaning joining later to be there for the ID wouldn't help.
Though the latter would be easier to code so Blizz probably took the lazier and abuse-ready route. ^^
I think you have to be in the game when it drops from the monster or chest.
