Among the cheaper options,

Amn is maybe the most useful, because it frees up your merc's other gear slots, so you could run gface or Cure for example.

Shael (on its own) gets you to the next

Jab breakpoint, but not the next normal attack breakpoint--doesn't seem that useful imo.

Eth can help your merc hit more often, if that's an issue

I would go with an

Amn for now, and consider boosting ED with a jewel or

Ohm later

Or if you are looking for something a bit different, you can
