As of patch 2.4, you are now able to 'up' or 'upgrade' set items using this recipe.
This recipe can now be crafted in Non-Ladder. (D2R 2.6)
Recipe: Exceptional Version of Set Armor will upgrade the base item of a Normal quality set armor item to the Exceptional version of the base item.
For example, Sigon's Shelter would have its base item Gothic Plate (Normal) upgraded to Embossed Plate (Exceptional).
Note that its level requirement would become the requirement of the upgraded item's exceptional quality +5 (ie. Embossed Plate Sigon's Shelter = 25+5), or in case the normal item already has a higher level req. than the exceptional base, the new level req. is the previous level +5 (ie. Mesh Belt Hwanin's Blessing = 35+5)

There is a non-stated level required penalty when upgrading items which is the base item level required +5.
This is not shown in the item tooltip which makes it look wearable, but you can't equip it. Wait 5 levels and you should be able to wear it agan.

Useful for upgrading the 8- and 12-slot belts of low-level sets you plan to continue to use through Nightmare.
How to calculate level requirements when upgrading your rare/set/unique items:
Upgrading from normal to exceptional: +5 levels to base req
Upgrading from exceptional to elite: +7 levels to base req
Upgrading from normal to elite: +12 levels to base req
If anything increases the Level Req. to something higher than base req, the +5/7/12 are calculated off the higher req. For ex:
Socketing a Rune or Jewel that has a higher Level Req. than the base item? Then calculation is based on the socketed item.
Does an affix force the Level Req. to be higher than the base item? Then calculation is based on the affix.
Does the item being upgraded have a Level Req. higher than the base item? Then calculation is based on the item’s Level Req.
Upgrading from normal to exceptional: +5 levels to base req
Upgrading from exceptional to elite: +7 levels to base req
Upgrading from normal to elite: +12 levels to base req
