Unless I'm missing something it's ethereal and doesn't have replenish quantity. So you can only use it till it's depleted which makes it pretty useless.

In patch 2.4, Throwing Mastery will "replenish quantity on Critical Strike" that makes this Javelin usable by a throw Barb.
But the ED is only 21% makes the damage not too high even if you upgrade it to Hyperion Javelin (51-143)
