I'd say maybe some Perfect Gems. There's no increased attack speed or LL/ML. It's also Heavy Gloves which offers low defense.

2 skills is valuable when combined with something else, typically 20 ias - without that Laying of Hands is better and super cheap.
Dex roll is decent, ED and CtC worth nothing, res low.
No real trade value, still practical to level up.
