2/20 amulets are highly sought after, but 2/10 are quite common. Life and mana are surely always useful, dex is too low to be valuable.
Some Perfect Gems or mid runes, I believe, a Lem would be overpaying.

I would rate it ~ Pul. Sure the rolls aren't good but paladin is a popular class and it's OK as a start for a hammerdin or foh pala before you get something better.
