The 69% ED has to increase the value a fair amount.
Purely speculation- I'd think it's value is higher than you'd find someone willing to pay due to it being Assassin and leaning heavily toward MA build (not as popular of a class and even less popular spec).
I would think it'd be tough to get more than a Fal/ Lem almost entirely due to being +1 skill and not +2.
