reroll strategy for small simmering charms

Description

Like the title suggests, can someone explain to me what are my chances to get the simmering prefix on small charms?
What lvl character is best done with and what lvl charms do I need for best results?

Character level when rerolling doesn't matter, just the level of the area where the charm was found. I'm not sure what the lowest level Shimmering can appear is, but I do know that when rerolling GRAND charms, any found in a TZ lvl 91 or higher will do. Not sure if this is the same with Small Charms, as most people don't reroll them.

For "shimmering" prefix you need iLvl 47. But if you want to reroll SCs, you should aim for "shimmering small charm of vita". Suffix "of Vita" requires an iLvl of 61.

As mentioned before iLvl is independent of character level. It depends on the monster's level that dropped it, which depends on the area of the monster.

i thought affix lvl and required item lvl were the same...

No. In the game files, each affix has an affix level and a required level. These are separate fields. Required level is always lower than affix level (IIRC), generally the required level is around 75% of the affix level but there are exceptions - for example, skiller prefixes (on grand charms) all have affix level 50 but require level 42 to use.

ilvl needs to be greater than or equal to the affix level to be able to roll that affix when an item is generated.

If all you're interested in is the Shimmering prefix on small charms, the odds are as follows assuming the charm is iLvl 47, the lowest possible, giving you the best odds:

+3 All Resists = 1 in 146
+4 All Resists = 1 in 219
+5 All Resists = 1 in 438

The best place to find iLvl 47 small charms is Nightmare Act II: Harem 2, Palace Cellar 1 & 2 and Claw Viper Temple 1 & 2. Source

Keep in mind that Terrorized Zones have different level monsters in them dependant on the cLvl of the player who created the game, so avoid TZ games.

The odds of getting exactly +3, +4, or +5 are the same. The odds you got are for at least +3 (+3/+4/+5 => 3x as likely as +5) and at least +4 (+4/+5 => 2x as likely as +5).

Usually you don't because rerolling grand charms has the higher RoI.

I think (not entirely sure) that ilvl 47 is also required for the "of vita" suffix. Apparently it's also the same for 7% mf. The vita suffix does change the required level so I'm not super confident. Farming a small charm at the lowest possible level is probably the most advantageous.

For those who didn't know people re-roll small charms, yup. Some of them are very sought-after and valuable.
