I think you can't have 300+ED and +griding (max damage basec on char level) on the same item.
Fools mods is around 45 max damage total, this one is ~120max damage at lvl99.
But yes, missing IAS is a shame.

From what I know a rare item can have up to 6 affixes, maximal 3 prefixes and 3 suffixes.
Indeed it seems that this Dimensional Blade has both Fools prefix (+0,5 Max Damage per lvl and +16,5 Attack Rating per lvl) and Grinding prefix (+0,75 Max Damage per lvl), hence the high bonus to maximum damage.
But "of Cruelty" (+201 to 300% Enhanced Damage) is also a prefix, so I do not see why it should not be possible for a Dimensional Blade to have both "Grinding" and "of Cruelty"...
