The combination of FHR and FRW on Boots is not common and both are desirable. That said, max FRW on Boots is 40, so these have a fairly good bonus even though not the max. The 10FHR is decent but most will probably calculate FHR without looking at Boots, so unlikely to be a strong USP?
The dual resistance is good - but the most common useful pairing will be fire and lightning, one of which is missing here. Best Boots for res
will be tri-res too not dual. That said, dual res with a host of other good stats could swing it.
The MF is decent. Even war travs only provide 50 max.
All useful stats, and a decent combination, but not outstanding for any single aspect.
I’m not sure it would go for more than 0.5 HR. Maybe a Lo or so…. I can see someone paying more if they really needed the FHR from Boots too… But wait for other views?
Ps. 2 other Boots have both FHR and FRW. Shadow Dancers - but that has a skiller mod too; and Sandstorms - those are probably the closest match to yours for specs, FRW, FHR, one really high poison res, and a few other stats. Might be worth checking the prices to see what people pay for the specs on Sandstorms as a very rough guide?

40 frw is not possible on rares, so 30/10 is actually the best possible rolls for frw and fhr.
However, as stated, dual res is niche, and the two priorities are light and fire. Poison is mainly for ES sorcs, but they need lightning paired with poison to compensate their sunder.
And 6th affix is missing. It's a kind of better Natalya's Boots, which are worth a few pgems.
