I found a 3os Caduceus with +2 Blessed Hammer and thought about making it into a Lawbringer and using that in a hammerdin
Would that be an effective weapon, ie does Sanctuary work with blessed hammers?

Yes, you would get the Sanctuary Aura, but that's it. Most of the other stats are dead since you don't hit with the Lawbringer. A plain Spirit sword or a Hoto would be better.
But maybe there are some very special cases, (Tombs?) where the aura alone might be worth it, especially if you don't have a magic sunder and don't want to fight the magic immune mummies.

Can't say I've ever actively tried it (ewww, hammerdin!) but realistically, Sanctuary Aura should not only not be all too helpful for a hammerdin, it'd actually be counterproductive.
When you go about throwing hammers at stuff, you want all of that stuff to be running towards you so as to get hit asap so you can move on. Or at the very least make the further out stuff walk into range of the max hammer radius so you don't have to reposition and cast even more. Sanctuary Aura would very much counteract that as the knockback would repeatedly push stuff out of your hammer range, meaning you need to go chase down your knockable targets and waste more time on individual hammering.
Plus everything else on Lawbringer is kind of pointless for a hammerdin as well so...I'd opt to go for a more suitable and beneficial weapon choice instead.

Sanctuary Aura is amazing in some situations (like for poor summoner druid or Blade Fury on swap) but can be bad in other (merc with 2*Lawbringer can push out of reach seal boss in Chaos Sanctuary).

Note the FCR break points are important for slinging hammers ... basically you want 75% (easy) minimum or 125% maximum (hard)!

I am pretty sure I got some reasonable cheap seats bases from Cow Level on Normal but by the time you got HR you are playing in Hell anyway usually. Yeah you'd have to find it on NM/Hell, but it's still a "Normal" base. Flails with iLvl 26-40 will get 4 sockets at Larzuk, normal cows are lvl 28. As @vued correctly pointed out a Flail with ilvl=26-40 will get 4 sockets from Lazurk.
Act4 Normal ranges from alvl=26-28. So any monster from Normal Act 4 will drop a Flail that will get 4os from Lazurk.
Bloody Foothills in Act 5 has an alvl of 24 and Frigid Highlands as an alvl of 25. Normal monsters and chests from those two areas cannot drop the desired Flail but elite packs and bosses can. The rest of Normal A5 can drop the Flail except for The Worldstone Keep Level 3, Throne of Destruction, and Worldstone Chamber as their alvl is too high. Also certain bosses and elite packs could drop a Flail with ilvl>40 if you are Abaddon, Pit of Acheron, or Infernal Pit.
To guarantee a Flail with ilvl=26-40 in Normal farm:
Cows
Anywhere in Act 4
Arreat Plateau
Crystalline Passage
Frozen River
Glacial Trail)
Drifter Cavern
Frozen Tundra
The Ancients' Way
Icy Cellar
Arreat Summit
Nihlathak's Temple
Halls of Anguish
Halls of Pain

Actually, monster levels on normal difficulty are not tied to the area level (on normal, all mob types have a fixed pre-determined level regardless of which area they appear in), and there are mobs in act 4 normal that are lower than level 26 regardless. One exampel is non-minion Doom Knight (which you can find in Chaos Sanctuary, for example), they are only level 24. Many people have fallen into the trap of using a random Crystal Sword (for example) from normal Chaos Sanctuary and only gotten 3 sockets from Larzuk - because they used one that dropped from a Doom Knight instead of an Oblivion Knight (level 30), Venom Lord (level 30) or Storm Caster (level 30).
Flesh Spawner and Corpulent (both can appear in Outer Steppes and Plains of Despair) are also level 24.
