'beating the game' will always be different for everyone, but look at the basics.
can you do organ runs/ubers/ancients on your own? if so, again, well done.
some might say beating the game is maxing out 99 runes, keys, essences, tokens, etc.
collectors might say completing the chronicle or something similar.
88 jahs is not a small feat, although quite easily achievable
Today I accrued a considerable amount of D2R Wealth - I now have 88 Jah runes.
Have I beat the game?

I would say you should convert that into fairly optimized gear for a character or two that you want to build. If you've done that, then for me it was time to go offline and find everything on my own.
I'll consider myself to have beaten the game when I have my characters geared-out to the point where I have no expectation of improving them. It's going to take me years still.
You've "beat" the game when you've run out of ways to beat the game, and what that means depends on who's contemplating it, because it differs from player to player.
I have never had anywhere near that Wealth, but I did recently get enough HRs to trade or make the gear for the Dragon Paladin, including Hand of Justice, and it is pretty fun at least on p1 blasting a level 67 Paladin through Hell difficulty as soon as he could equip it all (and he got stronger at 70 and 75, anni + torch and sunder charm). But there are still many more builds I want to try that I've not been able to afford properly making yet.
If you play alone, I think it does limit what you can do, but if you play with close friends or family then the play time might be extended since you can help them do things, trade with them or even gift them gear, and play together and voice chat while playing as a social activity. I doubt I will ever consider this game beat but I might eventually get tired and move on to other games again.
What makes this game relevant decades later is that the goal posts forever move. When I started offline in D2R my goal was simple, let's get that Enigma right. Opens up so much build diversity and it's quite hellish to achieve without trading. Welp, the moment I achieved that I just made different goals. And so it continues.
For me, it was when in 2000 my Bone necro killed hell Diablo (remember, no runewords, no Baal, no Internet guides to follow). After that Baal showed its ugly face and the show must go on...
Today as I see, I will never complete the game as whole, but can achieve small goals, like the first self made Enigma or get full sets for every (non RotW) class. So far the Enigma is done, and a few pieces missing from the barbarian, necro, druid sets.
I don't have RotW expansion yet.
When I look for rune, you can offer Perfect Gems as well.
