It turns out that we can still bind an aura + curse demon even if we have only 1 hard point in Bind Demon. This is what I got.
To do this, reroll the TZ zone so that it is "cursed". Then load enough + demon gears (e.g. skill gc, mang song, etc.) to get level 20 in Bind Demon. Terrorize the area where you want to bind your demon. Then go for it Yes, you can only bind a "normal" demon, but it always comes with the cursed affix from the TZ zone and the aura from level 20 Bind Demon.
I would say that it functions rather similar to what we had before patch 3.2, admittedly not as broken.
