I reached the stage in d2 where I'm interested in rerolling the diadems..
Before I start wasting the skulls, could someone pls confirm two things
1) I found and imbued or gambled the ones I want to reroll around lvl 88 - they can (theoretically) roll anything I want?
2) what I want is
+2 zon skills
2 sockets
20+ all res
20+dex or str
2 more useful stats like frw or MDR
It does exist right, I just need a few thousand skulls?

Correct, any Diadem can roll any mod. The reason is that they have a Qlvl = 85 and a magic level bonus (a property that only a few item types have) of 18, resulting in an affix level of 103, regardless of the Diadem's ilvl.
When rerolling an item via the cube with perfect skulls, each time you do it the new item's ilvl is recalculated based on your character's level and input item's level; new_ilvl = [0.4*clvl] + [0.4*ilvl]. But again, the ilvl doesn't actually matter when it comes to which affixes are available.
The ilvl does have one effect though for Diadems - it determines the maximum number of sockets. A rare item that rolls the Mechanic's prefix will get 1-2 sockets - but if the item's ilvl is <26 it will cap at 1 socket no matter what.
Fortunately, as long as the character doing the cubing is level 40 or higher, the ilvl will never fall below 26.

2) That combination is possible, but the odds of getting those mods is about 1:55,000,000. The odds of getting those mods and rolling that high is about 1:1,449,000,000,000. You're looking at hundreds of millions of pskulls to have a confident expectation of getting those mods once, and tens of trillions of pskulls for those mods and to roll very high.

I saw on some site that it could roll either on helms or on yellow items, but it was probably wrong

Mechanic's prefix (which adds 1-2 sockets) can spawn on both magicandrare Body Armor, Circlets, Helms, Shields and Weapons.
Artisan's prefix (which adds 3 sockets) can only spawn on magic Body Armor, Helms, Shields and Weapons.
Jeweler's prefix (which adds 4 sockets) can only spawn on magic Body Armor, Helms, Shields and Weapons.
NOTE: A prefix cannot add more sockets than the item type allows. A helmet can never have more than 3 sockets. And ilvl sets an upper limit too, as I explained in an earlier post.

Jeweler's can roll on magic helms but it will only give max sockets (3 for magic tiaras\diadems).
