What do you mean with Dez req? Dex requirement? From which item? o.O
With lvl 88 and Giant Skull or Andariels's visage you are good to go.

I’m trying to put a Steel Carapace on my merc while also using the botd runeword
Needs high str and high Dex
Hard to get both on the same merc
Which is why I want to socket the Cara pice and I’ll be able to use both items on a god like mercenary

Steel Carapace is not a good body armor. It has 20 FHR and decent defense, but that is it.
You could make a Stone in an Eth Archon Plate or Kraken Shell and you have far more defense, FHR and plenty of other good stats. Treachery and Duress in good bases are also much better. And there is Fortitude, of course.
If you prefer uniques, best go for Steel Carapace's big brother: Gladiator's Bane.
