I think there are people that would pay a couple of HRs for this. +2 bow, fire and light res, strength, 20 attack speed, all nice mods on gloves. Would even be better with mana or life leech, but it is still nice.
I think it lacks crushing blow. My physical bowzone needs crushing to be effective that is why I craft gloves all the time. These gloves would have no value for me.
Maybe for an elemental bowzone, like frost maiden…

i checked charsifood and got a 2.42 https://d2charsifood.com/gloves/gloves/8387 and a strong indicator that this are melee pvp gloves.
I am not quite sure why it ignored the +2 ama, but it did.
I think this assessment is quite right, the gloves are good but compared to LoH or bloodcrafted ones not good for pve.
