I would also prefer a Darkforce Spawn +3 with 30 FCR or a Boneflame +3 with good all res (and both with open socket!) to your +4 Bone Spear rare without any FCR that even needs a Zod to work.
Best shield is actually a Spirit imo, but it needs a lot of points into str.
Lower Resist is a little bit helpful to a Bone Necro for the Corpse Explosion damage, but it does not buff your Bone Spear damage (which is magic).
Free Decrepify is nice, but not worth it as there are better options.
But your rare Skull might be veery strong in a challenge run (NO uniques and no runewords!)
basic need for regular summoner may look like this
+4 skill (+1 all sk +3 summon and Nova or +2 all sk , +2 specific skill, anything lower than 4 is worthless.)
p Nova, sk mage, Lower Resist
p Nova is plus , Bone may work.
The other favorite branch is Poison Nova as main, +2 all sk, p Nova and something
summoner lazy mode does not need fcr. it doesnt fight boss. it is other class job.
Some Trade is available for both rotw and LoD, Most rune , Perfect Gems is only in LoD side.

my last summoner was a hybrid with Trang Oul, so lower res worked well with Fire Wall and Corpse Explosion. Decrepify was used for boses or dangerous elites. although Attract is much better for neutralizing dangerous elites

As sexy as this looks, correct me if I'm wrong but I think the only way it's possible to reach the 125% fcr breakpoint with no fcr in the offhand is having fcr in the chest. That means no Enigma and at least 1 less to all skills which would make this off hand only +1 Bone Spear and Bone Spirit better than Darkforce Spawn in exchange for no Teleport. If I had this I probably wouldn't use it tbh
Bonemancer IMO need +3 to Bone Spear and at least 1 point to Revive. Such head worth making sockets with Larzuk quest to make Splendor or Rhyme .
Having Decrepify or Lower Resist is good, but can live without it. Amplify and Bone Prison usually enough. Clay Golem slows bosses nicely .
Summoner and Novamancer have enough hard points to put in all curses.

It's doable but you would need a Diadem with good rolls and a Caster Amulet with good rolls.
Rare Diadem or Caster Amulet can roll 20% FCR. So you need those to hit 125%. This part will not be cheap though if you want a good one. Boom, 125% without armor or offhand. Enigma still available + Any offhand.

It's doable but you would need a Diadem with good rolls and a Caster Amulet with good rolls.

Honestly I wasn't even considering any weapon other than White with its 20 fcr
I don't know what is a rarer if a good enough White base or a perfect Boneshade, but I guess if we're theorizing having that offhand we could theorize having every single piece of equipment being a perfect roll so fair why not. And even in this perfect scenario that's still equal Bone Spear level for both things. The only nitpick I have to make is the off hand would need to have Decrepify instead of Iron Golem or else White with decrep wins no contest.
Still the point stands that I wouldn't use it if I had it because I don't have perfect everything else lol
