Sigil Lethargy

Lay a sigil on the Ground that slows and weakens enemies. No longer increases enemy damage taken (removed in 3.2).

Description

Creates a circle on the ground with a radius of 4 yards (6 at skill lvl 10 and 8 at lvl 20, resp., including soft points) for a duration that slows enemy attack and run/walk speed by 50%, and reduces defense by a percentage, which works in favor of Echoing Strike and Mirrored Blades builds.

This effect is only applied while the enemy is within the radius, and only one sigil can be active at a time.

Very useful against bosses or dangerous single targets.

As of 3.2, Sigil Lethargy no longer has a Damage Taken increase; it still slows attack/run-walk speed and reduces defense.

A potent one point wonder, For a single point, you get -50% speed on all actions for enemies caught in the sigil, very useful for Stun locking bosses and annoying elites.

It should also be noted that sigils are NOT CURSES, the increased damage effect will stack with Amplify Damage as a result., removed damage increase with patch 3.2.

Sigil Lethargy is was capable of removing physical immunity from monsters that have it, provided the damage taken +% stat lowers their physical resistance enough.

You can only have one Sigil of any kind active at the same time

The area of the curse increases at breakpoints. So far I have noticed at lvl 10 => 4 to 6 yards change. The visual effect on the Ground also gets bigger.
Update:
Breakpoints seem increase every 10 soft skilllevels:
10 => 6 yards
20 => 8 yards

Skill can spawn as charges on weapon, rings, headgear and crafted gloves. Possibly on other gear as well (need further testing).
It will finally make sense to have charges on blood or hit-power gloves for a Bowazon or other physical builds. Allows you to have Life Tap and effect similar to Decrepify on the boss.
