Happened to me yesterday with a yellow jewel. Left it on the Ground, cleared a zone, came back, and it sold.

This has actually happened to me 2 times... It must be a bug that makes the game think the item is tied to a quest somehow. I just throw the item on the Ground

I play RotW non-ladder SC only, from EU but can trade in all regions

It's a known bug. Quite rare, happens only to Paladin shields.

Make a new game and you can sell it. Or just drop it, you only lose some
Gold.
