I have a more general question, sorry if this is the wrong spot for it.

Do 9 strength / 9 dexterity rare jewels have any inherent value, assuming the other mods are worthless?

AFAIK for rare jewels you need at least 3 good rolled useful affixes to have value. With only 2 magic jewels are better. So 9 str and 9 dex alone isn't enough.
