Yes, unfortunately it just seems to do nothing. Even block is broken.
When you block a user nothing happens? They can still communicate with you direct? Didn't know that. In general though, the backend 'Battle.net' infrastructure is the worst part about D2R IMHO.
Ive blocked tens if not hundreds of those advertising bots for example, they just keep coming even with the same usernames ive blocked through and even send private messages while playing sometimes if visited in lobby. Ah yeah...shortly after the game released I hit a ' Cap' on the # of users I could block (due to advertising/spam) and ignored the subject since.
The channels are such a dumpster fire as well.

I used this options with spam bots but always returns with new names.
