The description for Coven says "new in RotW" but it does not state RotW-only (like ladder-only runewords).
Since it comes with a CTC a Warlock skill, I'm pretty sure it won't work on D2R.

No, it's RotW only, if you try to make this with a non-RotW char, you will fail

Ladder only is self explanatory.
These new RW are only enabled for those who purchased the DLC.
and they can make them in ladder or non ladder.
