Raven Frost is literally the only ring in the game that has the ultra-important Cannot Be Frozen mod.
Having one source of Cannot Be Frozen is sine qua non for any melee build. It's also very important for most other builds with some exceptions like the Summonancer.

As each point in dexterity also adds 5 points to attack rating, a perfect Ravenfrost offers a total of 350 ar (250 + 20*5).
Raven Frost and its cold absorb is a good choice for ranged builds that take too much damage from Uber Baal's Chilling Armor.
