It most certainly isn't, you're just on a unprecedented streak of bad luck. I've found plenty of keys this season - I haven't counted exactly but pretty sure I'm close to the average drop rate, haven't noticed any difference. 90 runs is extremely bad luck, I must say.

Since last evening I have found 3x Gheeds. Since ROTW release I have been on NL doing the same thing I did last ladder season. It has been out now about 4 weeks, and this is the first I see a Gheeds drop. Just not 1, but 3.
Ever have that Cow game where not a single rune drops, but another one will have 4-5 drop?
Last ladder I got 2x Jah, 1x Cham, 1x Ohm, several Vex. Every one dropped in the afternoon time period (just after work), but never in the weekend morning, or late evenings.
I could actually continue this list just from experience of last season into ROTW. My point is this. Saying "its just RNG" is common, is popular, is probably true. But too much begs the question, is it really all just RNG? I remember some time back a few were able to figure out D4's tempering RNG was really just cycling through the affix options. If you timed it right, you could avoid the problem of getting the same affix 5 times in a row. When that repeated on multiple items over multiple days, it became clear to some the "Random" part of RNG was not really that random.
So I have to wonder, is there maybe (possibly) a rotating list of priorities of what a drop will be? Is there possibly another factor we need to consider? I just feel that the "Its RNG" is too simple and ignores many situations.
