+2 Sorc and 20FCR, this looks pretty good to me. STR to make Spirit shield easy, and big mana. All it's missing is some Res from being GG, I think?

4 good affixes but one useless and one missing.
Besides, most sorcs use their element specific head ( Nightwing's Veil for cold, Flickering Flame for fire, Griffon's Eye for lightning) so circlets are not really best in slot... with exceptions.
I still believe you can get around Ber or Jah for this, but prepare for a long sale : it's niche
