I believe you need to be in the game when it drops, unless they hotfixed it.

No, you need to be in the game when it drops. The game remembers which players were in the game when an item dropped, it's stored somewhere in the item data. It specifically lists who is "Eligible". You also need to be in the game when it's identified. Not sure if it works if you leave and come back in between drop and id.

This feels like a "they hotfixed it" kind of thing.
I've specifically tested that since RotW launched and initially, you did have to ID in the same game for it to work. Leaving and IDing elsewhere reliably (100% in my initial testing) resulted in not getting it added to the chronicle.
That's changed though as it now works just fine if you a) drop b) pick up c) leave game d) make new game and then e) identify in said new game. Gets added to the chronicle as it should and I've never had it not work since that got changed (can't remember exactly when that was but was a while by now - posted about it in another chronicle topic at the time). I'm fully back in the habit of leaving after looting and IDing in the next game again and have had no issues with it not hitting the chronicle.
What's interesting though is that the chat message thing telling you it got added - which is rather unreliable and broken in general - seems to work even less reliably when you do it in a new game. But even without that message, it still gets added.
