Correct, if it's superior (i.e. white or grey name color), you can make a runeword.
Magic helms can get a total of 6 BO/BC with +3 warcries from magical affix and 3 BO/BC from item properties.
Normal/superior can reach 5 with the delirium runeword but need 3 sockets.
However, at lvl 30 you can only reach 5 from magical and 4 from runeword (Lore, for that you need 2 sockets).
Getting 3 BO and 3 BC is rare but in LLD magic barb helmets are used to get 5 BO/BC. So not too much value afaik.
