Do you mean superior? You can only make runewords in a White (gray) base, and if it is superior, you cannot socket it with the cube, you must use Larzuk.

I would grind for elite bases before I put a Lo and a Sur in a normal base.
A Dragon din is basically a Zealer with Conviction Aura so Smite damage doesn't matter.
Sacred Targe has the highest base block. I would farm or trade for one of those with 40 or more all resist. If you can't find a near-perfect one in a reasonable time, go with at least 30 all resist. Anything less than that seems like a waste for those runes.
Why?
- defense is more or less the same as more expensive elite options
- strength requirement is almost the same as a Sacred Targe
- 8% less block, but with Holy Shield and the high dex for my Hand of Justice (in Phase Blade), reaching 75% block is not that hard

Makes sense. I have lots of runewords in less than ideal bases just because I didn't want to spend 6 more years farming and many of the runewords are so good that you don't need a really good base to almost break the game.
