It works on all physical immune monsters, whether they are naturally immune to physical or if they became immune to physical by having the stone skin mod. It doesn't matter why they are immune to physical - if they are, the immunity will be sundered (their resistance set to 95%).
If you mean mobs that have the stone skin mod but are not actually physical immune (stone skin adds +50% physical damage resistance, but it might not always be enough to actually make them immune, if they start with less than 50% physical resistance), then it does nothing.

thank you! i'm trying some p7 Travincal rune farming on my Dragon Tail assassin and the Stone skin members slow me down a bit until Decrepify procs from my merc. I'll try Bone Break and see if that helps <3

Since it leaves them at 95% resistance you won't be doing a lot of damage, but at least you should be killing them. When Decrepify does proc it will drop them further down, to 45% resistance - which is basically what an average mob on hell has normally (most normal mobs on hell have around 50% as a base - that's why Stone skin generally makes an elite immune to physical, in most cases it makes them touch 100% precisely).
