(though keep in mind that since the Arctic Blast is an oskill on Frostwind, meaning that it applies to all classes since it doesn't say "Druid Only" afterwards, Druids are capped at at +3 bonus and won't get the full +(7-14) bonus - for oskills the native class is always capped at +3, like Barbarians are capped at +3 to BC/BO from Call To Arms, Sorceresses are capped at +3 to Fireball from partial Trang-Oul's Avatar, etc).
