The problem is

Harlequin Crest is so good and cheap that you need something spécial to overcome it, and this usually means a 2 to skills / 20 faster cast rate.
Necro one: necro usually wants to reach 125 faster cast rate and you cant afford to lose 10 except crazy good other stuff.
Pally one: no fcr, would take H crest any day over that.

So you can try selling them for some pgems or a

Lem but I won't expect more
