Favor Perfect Amethyst over Perfect Skull...
These days, I don't need that much Perfect Skull, it is less encourage to pay in Perfect Skull but it will treat slightly better than Perfect Gems.

Usually Blizzard lets us know 2 weeks in advance (more if there will be a PTR - i.e. a new patch that they want community help with testing), and they haven't said anything yet.
Based on the last several seasons, the expected season length is roughly 3-3½ months, which would put the reset in late September or early October. But until they let us know it's just speculation.
