Yes, the +3 skills is to a random class, there's no bias, even though it might feel like it sometimes as you can easily hit stretches of only/mostly getting a few classes, it evens out over a large enough number torches.
I'm in CET (Central European Time), so that's UTC+1 normally and UTC+2 during DST.
