Corona of the Jackal today, know that feeling. To get 4os/Life combo isn't that rare because magical armor suffixes aren't that diverse, but to get a good of the whale suffix is.

Yep
As long as you have enough level (Vendors' items ilvl is clvl + 5);
and that vendor sells the bases you want/need;
you can find any magic item
(if you are lucky enough and spend enough time...)

If you really need a specific magic item, it is the most efficient - and boring - way to find it, but will take a long time...
I've done that to search for Echoing (3 warcries) weapons for my barbarian, in my case, after 2 hours, I found just 1 weapon (and any weapon would worked for me...)
