Is it not possible to add a single socket to
Chance Guards
,
War Traveler
via the
Larzuk
quest? I have one available in NM but he will only socket other uniques, set pieces. Is it restricted via ilvl and difficulty what can receive a socket?

No sir,

Gloves, boots, belts, rings, amulets, javelins and other throwing weapons cannot have or gain sockets.

When Socketing Weapons, Body Armor, Helms & Shields:

The number of sockets Larzuk puts in your items depends on the rarity and item level.
-Unique, Set, and Rare items = 1 Socket
-Magic items = 1-2 Sockets (random)
-White/Grey items = Maximum amount of sockets based on item level
