I know that barb will only get +3 from CTA's O-skills.
Is the +1 from CTA's all skills added?
I.e. does a 3-3-3 CTA provide 3 or 4 to BO for a Barb?
I'm pretty sure it stacks but would like to know if someone actually knows.

Yes, the +1 to all skills is added. All mods that say "+X to all skills" do apply to oskills.
Keep in mind that the +3 cap for oskills is in total, not per item. So if you're dual wielding CtA, the +3 cap is for the 2 CtAs combined. You might know this but thought I'd mention it.

and
a Echoing Weapon (3 Warcries) or Heart of the Oak
for a total of +7

I just have to squeeze in some fcr on a ring to hit the 105 BP.
Edit: Just noticed that the 3rd. skill is not War Cry

CTA + HOTO gives +1 skill point over dual HOTOs but if it were me I'd just do dual HOTOs for the FCR, especially if youre teleporting/using Enigma. 80 FCR > 40FCR +1skill point imo. Then you only need a ring with FCR and a well rolled Caster Amulet, or Circlet with FCR to hit that 105 break point.
Plus the rune cost of CTA vs HOTO.

That's what I do on my Frenzy/Zerker barb. Barbarian has same cast frames as Sorc so hitting that 105 breakpoint makes him pretty much blow every other character away when it comes to mobility, and without the squishiness of a sorc.
