TZ tracker shows incorrect time between XX:00 and XX:05

Device: Both mobile and PC
Browser: Both mobile Chrome and desktop Firefox
OS: Both iOS and Windows

Steps to reproduce:

View the TZ tracker right before XX:00.
Then again between XX:00 and XX:05.
Then again at/after XX:05.

Right before XX:00, everything is correct. Then at XX:00 when the next TZ activates but before the site displays the new next TZ (5 minute window), the times are incorrect (off by one hour). Then once the new next TZ displays at XX:05, the times are correct once more.
