Can we craft HOTO with

Scepter base? Reason for asking is that

Scepter is classified as

Mace but upon checking the

Mace class I only saw

Scourge

Flail

Knout listed, so not sure if we can do that???

No.
Although in-game tooltip says so, scepters are NOT maces. Some other item type tooltips are also wrong (for instance, orbs are NOT staves, so you also cannot make a one-handed Leaf).
Scepters are a subtype of rods (item type for scepters, staves and wands), which are a subtype of blunt weapons, together with clubs (

Club,

Spiked Club and exceptional/elite), hammers (

War Hammer) and maces (

Mace,

Morning Star,

Flail). Heart of the Oak can be made only in the last type.
