The high lvl is due to the Freezing Arrow charges. If you were to look at these gloves with an Amazon, where Freezing Arrow is an O skill, you'd see a MUCH lower level req.
I'm willing to accept Tokens, Keys, Perfect Gems, and certain minor runes (this changes regularly so please ask but usually Eth, Nef, Sol, Ral, Hel, Lem, Pul, Um) in lieu of my asking price when my "looking for" price is a rune.

So I could slap these puppies on a pally with a bow and some Arrows, and he'd be able to shoot super cold Arrows?
