Yes. It is only 2 mana from perfect.
Unfortunately the base is bad (non sup and only 137 def).
As is you should be able to get 2-4 Ists depending on your patience.

In a better base, you would have gotten Jah+ for it. In 15 ed sup Monarch a 100% perfect can get you 5 Jah iirc.
