Do cube recipes that create magic items of fixed level consider qlvl and mlvl to define alvl?

Hi
When I use recipe like Recipe: Socketed Magic Weapon of Same Type
that create a magic item of a fixed level (30 in this case),
are the qlvl and mlvl taken into account to determine the alvl?
So I may use that recipe on a Heavenly Stone (qlvl 59 e mlvl1) to get alvl 60 (like Glacial 3 cold sk)?
